APS6/EL1 Procurement and Contract Management Specialist

Allygroup is seeking highly motivated and experienced Procurement and Contract Management Specialists at APS6/EL1 level, for a 12-month labour-hire arrangement with a high-profile government agency. The proposed commencement date is July 2025.

Successful candidates will work in the Procurement and Contracts Team and assist with the day-to-day procurement and contract management processes in accordance with departmental and whole of government procurement policies.

Candidates must be Australian citizens, based in Canberra, available to work full-time at the Barton office, and hold an NV1 clearance.

The task will include (but not limited to):

  • Oversee and manage procurement activities, offering guidance and support on a range of procurement processes, from basic to complex.

  • Assist in drafting procurement approval documentation, including Approvals to Approach the Market, Evaluation Outcomes, financial commitments, and contractual arrangements.

  • Possess strong expertise in administering tender documentation via AusTender and the Digital Transformation Agency (DTA).

  • Deliver exceptional customer service to internal clients and stakeholders, ensuring engagement and seeking feedback proactively.

  • Build and maintain strong relationships with external stakeholders and suppliers, effectively handling contract enquiries, disputes, variations, risks, and negotiations.

  • Manage a variety of contracts, fostering positive relationships with suppliers and customers.

  • Monitor contracts and oversee extensions, renewals, and closeouts.

  • Address and resolve contract-related issues.

  • Handle the preparation and ongoing management of both simple and complex government contracts.

  • Oversee the development and administration of Memorandums of Understanding (MOUs).

  • Provide policy advice to ensure compliance with relevant Australian Government legislation, rules, and procurement policies.

  • Engage in stakeholder management and relationship-building efforts.

  • Develop and implement communication strategies to support structural, technical, and business changes related to contract management within the Diplomatic Security Division (DSD).

  • Conduct risk assessments and manage emerging issues.

  • Maintain corporate document management and filing systems.

  • Oversee mailbox management.

  • Offer advice and support to leadership, identifying opportunities to enhance procurement outcomes, efficiency, and value for money.

  • Demonstrated experience in complex tender processes and Whole-of-Government (WoAG) procurement.

All tasks are to be performed with minimal direction and will require a high level of initiative to achieve the required outcomes.

Skills and Experience

  • Four years' experience working within Government Procurement.

  • Thorough understanding of the PGPA Act for complex procurements.

  • Complex contract management experience, with knowledge of CCS.

  • Experience providing oversight of public sector procurement activities.

  • Ability to undertake analysis of suppliers, markets, products and service categories to inform procurement planning.

  • Provide advice on 'best fit' security procurement approaches.

  • Assist in the administration of tender evaluation reports for consideration and approval.

  • Ability to assist in the oversight of contracts administration activities and monitoring of contract management plans.

  • Good interpersonal and communication skills both verbal and written.

  • Ability to work effectively as an individual or within a team environment.

  • The ability to work with minimal supervision.
