Lawyer - APS 6

About the role

Allygroup is seeking a highly motivated lawyer to work part-time (3 days per week) in the Integrity, Performance and Employment Policy (IPEP) section of our high-profile government client. This role is not strictly legal, but the nature and complexity of the code of conduct matters requires a legal background and expereince managing complex matters similar to those with in the remit of IPEP. This remit generally involves alleged conduct of senior APS employess or agency heads and can be high risk, sensitive and involve media attention. This is a secondment opportunity with an initial four month term and option to extend. Candidates can work from Canberra or remotely.

Primary Responsibilities

  • Preparing draft correspondence for review by senior executives, e.g. drafting notices of suspected breaches of the Code, letters inviting responses to allegations, and disclosure summaries

  • Gathering, reviewing and summarising large volumes of information and evidence and making recommendation on next steps and matter management.Engaging with external stakeholders before and throughout misconduct inquiry processes. This may involve, among other things, obtaining information relating to possible referrals of suspected breaches of the Code by APS employees and Agency Heads, and liaising with stakeholders such as Commonwealth agencies and external legal service providers to ensure matters are managed appropriately and efficiently

  • Reviewing bundles of documents and responses from subjects of inquiries and preparing summaries and recommendations for executives

  • Drafting briefs to relevant ministers, the APS Commissioner and senior decision makers, with recommendations in relation to specific Code inquiries or the broader management of Code matters and other strategic considerations

  • Preparing internal reporting documents for senior executives 

  • Contract management and administration, including approaches to market and managing contracts with external service providers

  • Preparing precedents and building a base of templates for use in Code inquiries to ensure a consistent approach across the section’s matters

  • Working collaboratively with contacts in Commonwealth agencies to build the a reputation as a trusted partner across the APS

  • Assisting with the preparation of governance materials, including internal process documents

  • Managing queries in the team inbox (escalating as appropriate) and other work of the team as required.

Requirements
A Baseline Security Clearance is strongly preferred.
